I'm sure you are probably aware of this but there doesn't seem to be any posting or updating of Private tickets. I had a ticket in process and cannot update. Nor can I add a new one.

You should be able to add and reply to private tickets. I can see that your ACL permissions allow that and I had other people belonging to the same permissions groups create private tickets. Maybe the tickets you tried replying to were marked as closed? In this case, give me the ticket ID and I'll re-open it for you.
