You have a half-updated copy of Akeeba Backup for WordPress. The line number and file you reference has nothing to do with the error reported, meaning that it's a (very) old version of the file which handles updates. Given that you report you have installed Akeeba Backup 8.2.1 this is definitely not right.

You will have to go to Plugins, Add New Plugin, Upload Plugin and re-upload Akeeba Backup for WordPress 8.2.1.
