When i activate the plugin on a new empty site, i get the following error:

No other plugin is installed.

This is normal when you have enabled WP_DEBUG (WordPress' debug mode) in your wp-config.php file. What you are receiving is not an error, it's merely a warning about something which isn't an issue and Akeeba Backup will work despite it.

it set to false...

and i can´t save the download ID, i press the save button, and next time i open the program, please enter the Download ID.

I cannot reproduce this issue with any combination of server configuration parameters. I suspect that there's a third party plugin which causes this issue by outputting information to the browser before Akeeba Backup can initialise itself. Please try deactivating your other plugins one by one until you find out which one causes the issue. Then contact its developers and ask them to check their code for any whitespace and unprintable characters before the opening PHP tag, newlines or other whitespace after the last ending PHP tag in their files and any ini_set and error_reporting calls which raise the error reporting level beyond E_ERROR and/or cause output of PHP warnings to the browser.

Start with a new site, same problem. Download Akeeba Backuo for WP.

Thank you for the screenshot. I see what is the problem now. Your server configuration is a bit off and doesn't allow PHP sessions to start correctly. Please contact your host and ask them to fix this issue. Please show them the after.png screenshot you sent me, it will help them fix this problem very easily.
