Description of my issue:

What is the Akeeba back up and tools module notification used for? As soon as you enable them, they are disabled again.

You don't need them. They used to display an icon to tell you if the backup (Akeeba Backup) or Joomla! (Admin Tools) are out of date. They have been replaced by plugins which do the same thing.

You might wonder, why are we shipping the modules? Older versions of our components used the modules. We needed a transparent method to upgrade from using modules to using plugins without having users to manually have to unpublish the modules off and publish the plugins (quite simply because nobody reads the release notes or information printed on the screen during installation). So the modules, if they are published, will now publish the plugins and unpublish themselves.

Not bothered at all. This was a deliberately silent change. We have no documentation about the plugins as it's no longer necessary. The plugins are activated and deactivated through the Post-Installation Configuration wizard page. We used to have documentation about the old modules... only it wasn't read by anyone. Ever since we moved that to the post-installation configuration wizard people started using this feature and stopped asking us about it. Well, I am glad that there is at least one person beside me who noticed the change :)
