Description of my issue:

Sorry, I have searched the forum, but cannot find out how to do this. How do I create a safe ID for a new admin user?

As noted in the documentation of this feature, Admin Tools will only change the ID of the default Super Administrator user, the one with an ID of 42 (Joomla! 1.6+) or 62 (Joomla! 1.5).

The logic behind that Admin Tools feature is that most hacking scripts out there presume that your Super Administrator ID is 62/42 and your username is admin. Therefore, if you create a new Super Administrator, it suffices to not use a username of admin.
