What does Reason tmpl= in URL mean. I searched and check the docs. couldn't find anything on it.

This reason means that you tried to access a URL in your site which contains &tmpl=something in it, where something is anything different than system and component. You can go to Admin Tools, Web Application Firewall, Exceptions Log and see what the problem URL is. Please paste it here and we can help you resolve that issue.

and this is the IP

66.249.71.8 that's listed under remove from blacklist but my other question is this IP was blocked on 6/4 but it came back again on 6/6

I don't have any search feature on the site so I just disabled the search component also.

This has to be some kind of stupid hack script, making its pass on your site every so often. I wouldn't worry much about it. Admin Tools will keep on blocking that joker until he gets bored and stops trying to attack your site. I have a few dozen of them try to "hack" my sites every day.
