This is the claim from support at RSJoomla for their RSTicketsPro component:

Andrei Cristea (RSJoomla):
"Hello, From what I can see the ordering issue seems to be caused by the "System - Admin Tools" plugin. This renames one of the needed javascript files from "joomla.javascript.js" to ".javascript.js", if you disable this plugin the ordering functionality will work correctly. Regards!"

This appears to be affecting the UI on RST. How do you suggest I fix this. Obviously, I do NOT want to remove AdminTools!

I can provide full access to the test site that this exists on. Thank you!!

It's actually a setting in Web Application Firewall that we recommend to not be enabled on any but the smallest sites: it's the "Remove all instances of Joomla from the output". Just set it to No, save the WAF configuration and the problem will be resolved :)
