Hi. In "Changing Your Database Prefix Table", at the end, it says that it is recommended to demote the old user account to the Registered level. This makes me think that the user to demote is the super administrator.

I do not understand what this could have to do with the DB prefix. I made no change to any user. I backed up the site. I changed the prefix. All is good.

Is this something to do under specific conditions?

No, you're reading the wrong feature's documentation page. The documentation on changing your database prefix does not mention demoting users. It's the documentation on changing your Super Administrator ID which does ;) That's a different feature.
