Yes, you can do that, with three different ways:
1. Manually enter each redirection. This is very time consuming and not recommended.
2. Create a CSV file and import it directly in the database using phpMyAdmin. This is how I do it, but it's a bit tricky until you get the CSV in a format phpMyAdmin likes. The table structure itself is straightforward, it's the CSV import which is a bit tricky.
3. Use FreakedOut.de's
Content Uploader Pro to directly import URL redirection lists from Excel files. These guys have done such an excellent job that I decided to not try to create that feature myself. I simply can't make it any smoother or intuitive than they already have :)
