I have a lot of spammer on my website. How can i block user from outside of a region? So as example that all user outside of a country or region are blocked?

Here is something you need to keep in mind. GeoIP blocking is NOT a security barrier. It is trivial to overcome by actual bad guys. It also does not block the influx of traffic to your site; it still has to be processed, your server still gets slower trying to process it.
If you want to do this right, put a third party CDN in front of your site, e.g. CloudFlare. This will allow you to block entire regions, or –most critically– specific ASNs. This blocking happens at the CDN level. The traffic never hits your site's server.
