When I add a new super user (from the joomla backend), it blocked me with the message: "An error has occurred. 403 Access Denied . Return to Dashboard".
In "Blocked Request Log" add an entry with Reason "Backend Edit Admin User".
Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

Nevermind, I found the solution: "Go to Web Application Firewall, Configure WAF, on the Hardening Options tab, set "Disable editing backend users' properties" to No".
