Hello,
as you can image, it's not possible to send out a notification from Admin Tools itself when it's disable because... well, it's disabled.
We can implement some kind of notice inside Panopticon, but then we would have to understand when it was deactivate on purpose, if you are just settings up or if it was truly something missing.
I think a visual indicator would be better (for example a badge or something like that), instead of a mail notification. Would it be ok for you?
