The Download ID you can find on our site. Log into it and go to My Account, Add-on Download IDs.
Please keep in mind that the page where you enter it is part of Joomla! itself. We have no say on its design or functionality. You are interacting with Joomla, not Admin Tools.
The error you are getting does not, however, come from any core Joomla! code. It seems to come from a third party plugin, most likely a content or system plugin which is badly written in a way that only works when you are saving articles. Joomla! calls the same plugin events when saving any form, including the one where you enter Download Keys, the Global Configuration page, contacts, banners, etc. You need to start disabling third party content and system plugins until you can save the form. Then, you will know that the last plugin you disabled was causing the problem; contact its developer to fix it.
