Go inside the plugins/system/admintools/services directory on your site. You will see a file named provider.php. Rename it to provider-disable.php. This will turn disable the Web Application Firewall from executing and you can access your site's back-end again. After you have fixed the cause of your issue remember to rename provider-disable.php back to provider.php, otherwise your site will remain unprotected!

Ah, I see the problem. You have filed a ticket for Joomla! 3 in the Joomla! 4 & 5 section. The way your ticket was filed I thought the Joomla! version was a typo since there is no such thing as "Joomla! 3.12". I thought you may have meant 4.1.2. You probably actually meant 3.10.12 instead. Well, I'm good at writing and troubleshooting code, not at guessing :)
Joomla! 3 works differently. The instructions you are looking for are here: https://www.akeeba.com/documentation/admin-tools/atwafissues.html
