I set default permission settings as following:

    - 755 for directories

    - 644 for files

I clicked on "Fix Permissions" button but it didn't effect anything at all

Are you on Windows? Windows does not have a concept of permissions, it only has Access (ACLs) which cannot be modified through PHP.

On other OS, whether you can change the permissions depends on the ownership and permissions of the file you begin with. If they resolve to something where you cannot modify the file AND you are not the file's owner, you can't change its permissions.
