No. Do NOT add that, it will break your site. The code in Joomla's message is, in fact, missing the all-important L flag in the RewriteRule lines. It just happens to work on Joomla's default .htaccess file purely by accident (because there are no other lines beyond that). If you tried using it on a .htaccess with any other redirects after that, as is very common to do, it completely breaks the site.
We handle that in the code generated by the .htaccess Maker correctly. No need for you to do anything other than regenerate the .htaccess file when prompted by Admin Tools.
