I have update a site from Joomla 3 to 4.41. Because of problems with extension Nicepage after the update admin tools was removed. Now I want to install Admin Tools for J4 again.
But at the Control Panel I see this message:
You have to publish the "System - Admin Tools" plug-in before any of these settings have any effect. Click here to go to the Plugin manager.
But there is now Plugin:

Read the message again and look at your screenshot. There is no system plugin. That’s what the message told you.
Install the package again, twice in a row, without uninstalling it before or in between.

I saw that the plugin is missing. But it couldn't be installed, not even after the 3rd attempt. Only after completely uninstalling and reinstalling did it work.
I don't know what the person did when they first uninstalled it or if anything happened.
But it works now!
