It does not, but you wouldn't know it because Joomla shows you its cached, erroneous database fix information unless you tell it to look again in the most counter-intuitive manner.
After installing 7.4.6 go to System, Maintenance, Database. Select Admin Tools and click on Update Structure.
This does absolutely nothing to your database because now Joomla checks again in Admin Tools' tables are up to date, sees that everything is actually up-to-date, and returns to the page you were before. Lo and behold! Now it reports "No problem".
Yes, this is frustrating. No, I don't like the way it is implemented in Joomla either. No, there is really not a good way I can possibly automate this in our psot-installation script without risking causing problems to your site. Joomla really needs to fix this feature. Unfortunately, they won't let me even file a bug report, let alone fix those things for them anymore. All I can do now is tell you how things are broken and hope that someone else reports and fixes the breakage.

This is a Joomla! bug that needs to be addressed in Joomla!. I have done everything that can be done on our side. Since they have blocked me from submitting bug reports and fixes to their CMS, it's up to them to fix the bugs in their CMS. There is nothing else I can do about this.
Please remember, this is a cosmetic issue. There is no functional problem. Therefore, it can be ignored.
