I have just checked what a site manager has just informed me. It is not possible to assign administrator status to a member, even as superadministrator, unless I deactivate admintools
How can I authorize this change of status?

Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

You probably need to disable “Disabled editing backend users' properties”.

I got no screenshot. There is also no way to answer your question. If there was a singular way to answer “are these the correct settings” then it would've been turned into code that runs on your site and there would be no settings to begin with.
