How can I temporarily disable Admin Tools so that we can allow vendors access without giving them all the Admin Tools security hoops.
I knew how to do in Joomla 3.

It is the same process in Joomla! 4, if you mean setting "Protect against plugin deactivation" to No and unpublishing the System - Admin Tools plugin.
If you meant renaming the plugin's file, please remember that it's changed in Joomla! 4 but still documented in the same place you'd expect: https://www.akeeba.com/documentation/admin-tools-joomla/atwafissues.html
