After migrating my site to Joomla 4, I installed the latest version of Admin Tools twice and although I see it in the Installation Manager, it is not listed in the Components dropdown menu. Please advise, thank you!

Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

Is the component enabled? Only enabled components appear in Joomla's backend.
Are you using a custom admin menu? You may have to create a menu entry yourself in this case.
Are you using a third party admin template? Some of them really do have a problem with third party components, not showing them at all (they basically display a static menu with only core components created by the authors of the template).
If all else fails you can export your Admin Tools settings, uninstall the Admin Tools package (NOT the component!), install it again twice in a row, and import the settings.
