Components, Admin Tools for Joomla, Control Panel, .htacecss Maker.
Find the “Frontend file types allowed in selected directories” section.
Click on the “Type or select some options” area in that settings, then type PSD
(all caps) and press ENTER. Click on Save & Create .htaccess.
Repeat the last step, typing psd
(all lowercase) and press ENTER. Then click on Save & Create .htaccess.
Remember that the file extensions are case-sensitive. This means that PSD, psd, and Psd are three different file extensions as far as your web server is concerned.

didn't think if CAPS
I will do that thanks
I did the CAPS it work
But then I put in the lowercase and that won't save
FIXED - I moved them to a new location right after I did this - my fault
No problem! Meanwhile, I have done a couple more tests (because I was not sure if the NC flag was being applied) and I can confirm that lower or upper case is no longer a factor. If you add PSD (all caps) it will allow all case permutations of the filename including PDF, pdf, Pdf and so on.
