Is there a scripting language (e.g. JavaScript, PHP, etc.) that I could use in the email templates that are provided that would allow me to change the value of the {REQUEST} field before the email is sent? For instance, I'd like to change the 404shield value to 404 Shield and "loginfailure" to Login Failure.

Unfortunately, no. Joomla’s email template engine is just some HTML you can edit, and a number of variables we define which can be replaced in it. There is no support for control structures or any other scripting.
