You no longer have limits per email type since we are using Joomla's built-in email template feature.
You can still limit the number of emails sent, though.
Go to Components, Admin Tools for Joomla, Options, Email Sending. Set “Blocked request email throttling” to Yes and set the following three options to set up the throttling you want.
Generally speaking, I recommend against sending emails for blocked requests except for the very short period of time when you are setting up a site for the first time. During that short period you might find it useful to be emailed of blocked requests, especially since some of these may happen for requests originating outside of your computer e.g. other people or services accessing your site. Receiving an email might be an easier option for most people than going through the blocked requests log file.
