Replace the contents of your .htaccess file with those of htaccess.txt shipped with Joomla.
Unpublish the System - Admin Tools plugin.
If you get an error unpublishing the plugin, go to Components, Admin Tools for Joomla, Web Application Firewall, Configure WAF, set Defend against plugin deactivation to No and click on Save & Close. Now you can unpublish the plugin.
