Where can I change file permission(Top feature: 'Fine-tune your file permissions without having to use FTP or SSH'). I dont't see this in the dashboard:

can you please attach a screenshot of the Control Panel? You should be able to find the link to the feature there. Please double check that you have the Pro version installed.

I have now checked, on linux server it is available, but not on windows XAMPP server.

That's intended. Windows server do not have the concept of file ownership with users, groups and permissions, so that option is hidden.
