#38043 Filter registration by email not blocking registrations

We are attempting to block a huge glut of spam registrations.  We use Virtuemart on Joomla 3 and are unsure if the registrations are coming from the Joomla registration form or from the Virtuemart one.  In any case, I have gone into WAF Hardening Options and set Filter user registration by email to BLOCK.  I then added a couple of the problematic domains (mail.ru and yandex.com) to the Email domains area.  I then went to the front end and attempted to create a new account using one of those domain names and it still allowed me to register as a normal user using mail.ru and also yandex.com.  Am I missing something or am I misunderstanding what this option is supposed to do?
