The issue is the Custom Message. As stated in your documentation, this should be the custom message:
"We detected that your latest request may have been part of suspicious activity and has been blocked. If you believe you are getting this message in error please let us know through our site's contact form."
This is not what I am getting, which is:
"We have detected suspicious activity from your IP address. Your access to this site is temporarily suspended. If you are the administrator of this site and have blocked your own IP address on accident please visit https://cemeteryregistry.us/administrator/[email protected] where [email protected] is the email address of your (Super User) account. This URL will only send you an email if the IP address from which you are accessing it is being blocked by Admin Tools. If you are not blocked no email will be sent; you don't need an email with instructions to unblock your IP if your IP is not blocked."

The Customisation section allows you to change the way Admin Tools presents the error message to people who are denied access to the site.
Custom MessageBy default, Admin Tools uses a generic message ("We detected that your latest request may have been part of suspicious activity and has been blocked. If you believe you are getting this message in error please let us know through our site's contact form.") when a request is blocked. Considering that this may not be exactly the kind of message you want your visitors to see, we allow you to customise it. Just type in the message to be shown to site visitors when a request is blocked.
