Can can enable downloads through the browser at your own risk in Akeeba Backup for WordPress's System Configuration page

where is it hidding

Go to Akeeba Backup from the left hand sidebar menu in WordPress' administration backend.
Scroll all the way down
There is a single, solitary button labeled “System Configuration” down there. Click on it.
Click on the “Application Configuration” tab.
Midway through that page there's the “Allow backup archive downloads through the browser” option. Set it to Yes.
Scroll all the way up and click on Sae & Close.
