Yeah, that's the unfortunate way Joomla's pre-update check works. It's stupid, it does not reflect reality, I have complained about it a year before Joomla 4.0 was released and nobody is willing to change it.
Upgrade to Joomla 4.2, then install LoginGuard 7.
Joomla 4.2 includes Multi-factor Authentication itself. We contributed LoginGuard's code to Joomla. Installing LoginGuard 7 will migrate the MFA settings from LoginGuard to Joomla. Remember to enable the new MFA plugins (“multifactorauth” plugin group) after you're done.
The only thing the new LoginGuard package provides is two plugins: code by PushBullet and code by SMSAPI. These are the two plugins which use third party services and for this reason could not be accepted for inclusion in Joomla itself.
