Hello,
Akeeba GeoIP plugin has been removed years ago, since it's no longer reliable due to GDPR, so you can safely uninstall from your website.
In order to update Admin Tools, first update it to the latest available version for Joomla 3, then update to Joomla 4 and then install the latest version for Joomla 4.
