Hi, my server changed my IP address.
The old IP is in the Administrator Exclusive Allow IP List, so I'm blocked right now.
Is the a way to get out of this situation, e.g. with FTP or directly in the database using phpmyadmin?

Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

Hello,
yes, you can manually disable Admin Tools by renaming its plugin file. The location of that file is different, depending if it's a Joomla 3 or Joomla 4 website:
