I was wondering if I can only restrict everywhere else except the state?
for example, I want all customers that visit the website from Florida not to be blocked even the put the passwords several times, thanks

We have removed GeoIP features from our software since January 2020 because of the license change in the MaxMind GeoIPLite database.
Even if that wasn't the case, the kind of feature you are asking for would never be implemented as it's incredibly dangerous. An attacker can very easily spoof their IP address or use a VPN or proxy in an "allowed" geographic location, thereby circumventing your defences. If you are going to do that do it globally, disabling the relevant Admin Tools option. If you think that's a bad idea then yes, it is a bad idea to do that even with GeoIP therefore you shouldn't do it.
