I’m using .htaccessMaker on all my websites.
I know that you need first to put on the Joomla —> Force HTTPS option on the entire website
I know that I should use the HSTS header option in .htaccessMaker
My question is, who is writing the .htaccess code for the redirection, Joomla or Admintools?
— Dont I have to put Joomla on HTTPS first and create my .htaccessMaker after?

the short answer is that any of those modes will work the same. The advantage of HSTS is that if your browser already visited your site, it will "remember" that you want only HTTPS connections and it will always upgrade any HTTP connection to HTTPS

How I work this out with .htaccesMaker?
You can safely use both or just one of them, there's very little difference. I'd suggest to enable HSTS only inside the Htaccess Maker, so any redirect will be handled directly by Apache and it will be faster, since Joomla doesn't need to fully boot to simply perform a redirect.
Moreover, it will be even faster in the future since your browser will remember that it needs to use only HTTPS connections for your site, so the redirect will be simply avoided in first place.

Do you write the rewrite code manually or it’s taking care of by Htaccess Maker?
This is something handled directly by the Htaccess Maker, you simply have to enable the option.
