What you are looking for is the Auto-import Configuration feature. The idea is this. You use the Export feature on one site to export the common stuff (in your case: banned IPs). You put that file on a publicly accessible URL, e.g. on a Dropbox folder with sharing enabled. On all other sites you set up the Auto-import Configuration feature to periodically pull the file from that URL and import it. Therefore any IPs you've banned on one site will become banned on all other sites as well.
