Are you using the .htaccess Maker? If not, it's not Admin Tools issue; stop here, contact your host.
If you are using the .htaccess Maker please go to Components, Admin Tools, .htaccess Maker. Find the “Allow direct access to these files” area. There should be a line reading
administrator/components/com_joomlaupdate/restore.php
If the line does not exist add it and click on Save & Create .htaccess at the top of the page.
If the line DOES exist or adding it made no difference: the problem is not caused by Admin Tools; stop here, contact your host.
