When I link to a file on my server or to an external website I get an error 403. (I can link to pages within my site.)
When I disable the htaccess file the problem goes away. Thanks.
Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

Hello,
that's the expected behavior. When you create an .htaccess with Admin Tools' Htaccess Maker, you have to explicitly allow selected folders or files.
In order to do that, you have to create "exceptions"; you can read more about it here: https://www.akeeba.com/documentation/admin-tools/server-protection.html#determine-required-exceptions
