Where is the Password-protect Administrator set, it seams that on my admin tool pro backend it is not appeared.

My web programer is nginx, not apache.

Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

Your web server is NginX, not Apache. A web programmer is a person. A web server is type of software running on your site's server machine.
I'm not being pedantic here. I believe it is the reason why you didn't make the link of what you said with our documentation which talks about web servers.
As noted in the documentation of this feature it will only work with Apache and not even show up if we positively identified an incompatible web server:
This feature uses .htaccess files which are only compatible with Apache, Litespeed and a very few other web servers. Some servers (such as NginX and IIS) are incompatible with .htaccess files. If we detect a known to be incompatible server type this feature will not be shown at all in Admin Tools' interface.
