Actually, they do answer your question.
Use Magic Eraser to remove FOF30. It is one of the obsolete extensions it removes. I thought it's obvious that it's an obsolete extension since it appears as such in our Downloads page. Removing it is non–obvious, which is why I gave you the link that describes Magic Eraser.
In case it's not clear, Magic Eraser is described under “Before upgrading an existing site to Joomla 4“ in the first link I gave you (https://www.akeeba.com/news/1747-joomla-4-is-around-the-corner.html).
There is also an implied but not explicitly asked question of why any other extension of ours might appear as incompatible with Joomla 4. This is answered under “I am trying to update to Joomla 4 or install a Joomla 3.10/4.0 update and it tells me that your software is incompatible” of the second link I gave you (https://www.akeeba.com/news/1748-joomla-3-10-and-4-0-common-issues.html).
The much older FOF package you see (version 2.x) was included in Joomla itself. Joomla indicates that by marking the extension as “protected”. A “protected” extension is one that is distributed with Joomla itself and cannot remove yourself. This SHOULD have been removed by Joomla itself when you upgraded to Joomla 4. If this didn't happen you need to take this with the Joomla project. I can't help you but I can tell you why.
We stopped developing FOF 2 in April 2015 and discontinued it in June that year. That's well over six years ago now and we did let the Joomla project know in June 2015. The Joomla project chose to keep distributing it with Joomla 3 and will continue doing so until August 2023, EIGHT (8) YEARS after we declared that version end of life 😱 That's a long time, no matter how you dice it. Luckily, it's so robust that it hasn't had any security issues discovered so far. At least that.
Further to that, I'd like to point out that two years before we discontinued FOF 2 we had to fork our own framework under the name F0F (F ZERO F, not F OH F) because Joomla put us in a position where it wouldn't let us update our own framework it included in itself! This is something we have explained in June 2013, see https://www.akeeba.com/news/1558-info-about-fof-and-f0f.html The old F0F (F ZERO F) package, if still installed, will be removed by Magic Eraser. It shouldn't be still installed, our old versions of our software back in 2015 and 2016 would have removed it on installation. In any case, this is why I cannot help you at all with the old FOF package Joomla includes.
Also note that FOF as a whole is deprecated. We no longer use it in our Joomla 4–only software as you can read in the second link I gave you (https://www.akeeba.com/news/1748-joomla-3-10-and-4-0-common-issues.html) and especially under “FOF and FEF”. Since you are using the Joomla 4–only versions of our software they don't use FOF / FEF and these packages can be removed.

The language file, well, it's a language file. You can always uninstall language files without any adverse effect.
