I have the latest ver for joomla 3, i can install the ver of joomla 4.
what shuld i do to upgrade to joomla 4?
Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

It is a bug in Joomla which I did report and which is still there.
You can file an issue in Joomla's issue tracker about it. The reason this happens is that Joomla didn't use to track which package installed which extension. It also doesn't update this information when you update a package. I also told them about this issue and predicted it would cause exactly the issue you are reporting. Too bad nobody listens to me, even though I was the first developer to offer an updater for my extensions before that was even a thing in Joomla (we're talking about Joomla 1.0 back in 2007).
