I am trying to troubleshoot a WAF issue by disabling the Admintools plugin, BUT I am unable to disable it: it throws a 403 error instead. I am the superuser on the account, so not sure what's causing this behaviour.

Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

This is the Defend against plugin deactivation feature of the Web Application Firewall, documented in https://www.akeeba.com/documentation/admin-tools/web-application-firewall.html#waf-configure-basic-protection As noted in the documentation, you'll need to disable this feature before unpublishing the plugin.
