I have a completely new installation. After installing Admintools the frontend tells me that I am locked because I am spammer, hacker etc. The backend is then also not working anymore.

Without going into the frontend everything is running in the backend.

I have the same problem on another site after I updated Admintools.

What is the problem?

I can't tell what is wrong with the information you have given me so far.

First, to get back into your system, you need to follow the instructions here:  https://www.akeeba.com/documentation/admin-tools/web-application-firewall.html#help-locked-out

Don't clear the block on your IP address yet!

That will get you into the back end.  Next, go to Web Application Firewall and look at the Blocked Request Log to see why Admin Tools blocked your IP.  Clearing the block on your IP address will clear this information.

Please post the reason here and we'll see if we can't fix it.
