I have seen other links which say

'Components > Admin Tools > Web Application Firewall > Configure WAF
About halfway down the page you will see a setting called
"Disable editing backend users' properties" it will probably be set to Yes. Change it to no and then you should be able to add a user.'

 

But I can't find it....Where is this?
