Bob,
It's the Secret URL Parameter that has you locked out. It changes the URL of the back end login screen.
First, disable Admin Tools using the instructions
here. Look below the blue Tips box at the section "Using FTP to regain access to your site's administrator".
Now you can log in and unblock your IP address.
Lastly, go to Web Application Firewall, Configure WAF, on the first tab, there is a value in the field "Administrator secret URL parameter". You need to call the back end login screen in the format:
jobs610.com/administrator/index.php?SECRET
Where SECRET is the value of the field. To disable this feature, just leave the field blank.
