I keep getting e-mails saying, "Security exception on Messingers."
It seems to be blocking my IP address.
How can I uninstall the whole "Admin Tool" again?

Uninstalling Admin Tools is not the indicated solution for your issue, but since you are asking it's the same as all Joomla extensions.

From your site's administrator backend go to Extensions, Manage, Manage.

In the search box type Admin Tools package and click the magnifying glass icon.

There is a single entry called "Admin Tools package" of type "Package". Select it.

Click on Uninstall in the toolbar.

This removes Admin Tools and removes all of its settings.

If you were using the .htaccess Maker there's one more step to do.

Go to the root of your site and delete the .htaccess file (it is hidden by default; ask your host how you can see hidden files). Then copy Joomla's htaccess.txt and rename it to .htaccess (dot htaccess – the dot in front is important).

What would be the right solution then? I don't have a fixw IP address, but a dynamic one. In addition, others access the admin part of Joomla of this WEB site, these are currently completely locked out.
So what should I do?

If I am deciphering correctly what you said: when you get locked out of the site, everybody gets locked out of the site. If that's the case, here's what to do. Go to Components, Admin Tools, Web Application Firewall, Configure WAF. Find the option "Enable IP workarounds" and set it to Yes.

If this is NOT the case, first unblock yourself. Then go to Components, Admin Tools, Web Application Firewall, Security Exceptions Log. Find the row with your IP address and tell me both the Reason and Target URL listed there. It will help me help you solve the actual issue you are facing.

Admin Tools is extremely powerful but it DOES need configuration, like any good security tool that actually does something. There is no one-size-fits-all in security. Think about it. If someone could plausibly write software that you install, without any configuration, and magically make your site impregnable to hackers that person would be a multibillionaire since there is no site, private or government, that wouldn't want to install that magic solution. Of course such a magic solution does not exist; this is real life, not Hollywood :) In the real world there are two kinds of security solutions. Those that work and need to be set up properly; and those which do very little of actual importance and need no configuration whatsoever.
