I have a problem accessing folders and pdf files through a hyperlink (example: https://sameerarajab.net/pdf/articles/2019/). or (https://sameerarajab.net/pdf/articles/2019/02-11-2019.pdf)

is there any relationship with the admin tools config.

Yes, Admin Tools is blocking direct access to those files.

Any file outside the /images or /media folders requires an exception in .htaccess Maker in order to be directly accessed via URL. You can do that file by file in "Allow direct access to these files" or you can allow access to a folder (and sub-folders) using "Allow direct access, except .php files, to these directories".

Another way to fix it would be to move your /pdf folder inside /media.
