Something doesn't add up. At the same time you tell me that it works for you BUT that it only works for your colleagues only if you replace the .htaccess. These conditions are typically mutually exclusive.
If it was an Admin Tools WAF issue it could be the case that it works for you (from a certain IP) but not for your colleagues (from a different IP). However, replacing the .htaccess would not make any difference in this case. Moreover, you'd see a Security Exception Log entry.
If it was a .htaccess issue then it would prevent anyone, including you, from using the contact form until you replace the .htaccess. Since it works for you it doesn't seem to be the case.
If it was a Geographic IP Blocking issue it could indeed prevent your colleagues from using the form... but also prevent them from accessing the site. Moreover, replacing the .htaccess wouldn't make any difference.
This means that we've either eliminated Admin Tools as the source cause of the issue or your description of what is going on is wrong.
The only other thing that could fit your description is something unrelated to Admin Tools, i.e. you adding manually something to the .htaccess which allows you to use the form but prevents your colleagues. Not knowing what manual customization you may have done I can't really tell you where to look.
At the very least please triple check that you can use the form regardless of the .htaccess situation. If this is not the case i.e. before replacing the .htaccess you are also blocked we can work towards a solution. Likewise, if the .htaccess plays no role in the situation we can also try to figure a solution. But as things are right now, with the description of the issue you've given me, there is no plausible explanation.
