1. I tested out other sites on my VPS and they have no issues
2. I have saved my Global Configuration many other times and no issues
3. I noticed it when I updated my Mail to SMTP
- as when I changed my setting i did a SEND TEST MAIL and that didn't work as I was waiting for the send email msg at the top never happened???
4. Could something be an issue with the ADMINTOOLS causing this?
as it a hit and miss just started today, some time its save in 1 sec sometime it just spins and spins..

Admin Tools does not intercept or otherwise interact with the Send Test Mail button in Joomla's Global Configuration page. The primary reason for getting a timeout when using that core Joomla feature is having the wrong email configuration in the Global Configuration page or the server blocking access to the mail server. Please consult your host.
