I'm not sure why I keep getting

Even though my PHP setting is set to 7.3
It was the same with 7.2
This only happens when creating the HTACCESS file

This is expected but can be prevented. It has to do with the fact that your host defaults to a very old version of PHP and needs some .htaccess code to activate the newer PHP 7.3 version.

After you regenerate the .htaccess using the .htaccess Maker go to your hosting Control Panel and change the PHP version for your site to 7.3.

Then open the .htaccess file and scroll all the way to the bottom. There's a line starting with AddHandler. Copy that line.

Go to Components, Admin Tools, .htaccess Maker and find the "Custom .htaccess rules at the bottom of the file" area. Paste the line I told you to copy in a new line inside that box. Now click on Save and Create .htaccess. Your site should be working just fine and it will work just fine even if you make other .htaccess Maker changes and create the .htaccess file again.

With that said, wouldn't me uninstalling Akeeba Tools, deleting the .HTACESS file, reinstalling and regenerating work ?

Clarification for those who are reading this thread. "It worked" means "Nicholas' recommendation worked". Not "uninstalling everything worked" because, simply put, it never had a chance of working. Remember that the issue at hand is a missing line in the .htaccess file.

There's absolutely no reason whatsoever to uninstall Admin Tools. All you'd do is lose all your security settings. It does not fix the issue since uninstalling Admin Tools does not remove, replace or otherwise modify the .htaccess file.

Deleting the .htaccess is also completely unnecessary. Remember, the problem you have is that you were missing something from the .htaccess file. Removing the file does not fix the issue since not only you are missing something from the file, the file itself is not there.

The only thing you really need to do is what I described. It adds the missing line and then you get to copy it into the .htaccess Maker configuration. Therefore generating the file in the future will not be missing that line.
