First, we need to disable Admin Tools. To do that from outside Joomla!, see the instructions here:
https://www.akeebabackup.com/documentation/troubleshooter/atwafissues.html. Look under the blue Tips box at the section "Using FTP to regain access to your site's administrator".
That will allow you to log in and fix the problem. Look in Web Application Firewall, Configure WAF, on the first tab, look at "Administrator secret URL parameter". If there is a value in this field, you need to call the back end login with the URL
www.mysite.com/administrator?SECRET
Where SECRET is the value in the field. If the bad guys can't find the login screen, they can't try to log into your site.
